The mechanism that changes everything
THCA (tetrahydrocannabinolic acid) is chemically non-psychoactive. Only when it is heated — by smoking, vaping, or baking — does it convert into THC. This process is called decarboxylation.
The result: the same effect as conventional cannabis — but completely legal before consumption.
“This is a chemical fact, not a grey area,” explains Dr. Stefan Berger, attorney for narcotics law in Vienna.
“As long as the Delta-9-THC content remains below 0.3%, the product is legally classified as industrial hemp. The THCA percentage is irrelevant.”
From seed to harvest to refinement: THCA pioneer Rollz
The Czech company Rollz, a pioneer of the European THCA market since 2019, is now also supplying customers in EU-customers.
The flowers are shipped via standard mail — discreet, odor-neutral, and with tracking.
“We’ve been waiting a long time to open up the international market,” a Rollz spokesperson explains.

Why now? Why the European Union?
Until now, shipping cannabis-like products across the EU was surrounded by uncertainty. Many vendors stayed away because of perceived legal risk.
“The law hasn’t changed — but awareness that THCA is legal has,” says Dr. Berger.
“More and more companies are realizing that as long as the Delta-9-THC level is compliant, there is no issue.”
Rollz is now using this legal clarity to offer customers across the European Union a legal alternative to dealers and the black market — without having to leave their country or step into legal grey zones.
What does this mean for the European Union?
Legally, nothing changes. THCA products have always been legal — they just weren’t widely offered. Rollz is simply the first company to serve the EU market in a structured way.

“The products meet all requirements for industrial hemp. As long as that remains true, shipping is completely legal.”
Will politicians react? Possibly.
But it’s unlikely that THCA will be banned in the short term — because doing so would also mean cracking down on all industrial hemp products, which would run straight into EU law problems.
